In 2000, the votes were so close that they couldn't decide, particularly because Florida was issued a recount and were still voting or undecided.
After a long and drawn-out analysis, it took a Supreme Court ruling to say that, by electoral college, Bush won. However, he didn't get the majority of popular vote (AKA people's actual ballots), but he won because of the electoral college (AKA big states had a Bush majority while little states liked Gore). For instance, a large state like Georgia (thirteen electorals) went to Bush, as did Texas (way more than thirteen).
