Tun Abdul Razak bin Haji Dato' Hussein Al-Haj was the prime minister of Malaysia when The Zone of Peace, Freedom and Neutrality (ZOPFAN) declaration was signed by the Foreign Ministers of Malaysia and the other ASEAN member states (Indonesia, the Philippines, Singapore and Thailand) in November 1971.

In the declaration, the parties publicly stated their intent to keep South East Asia "free from any form or manner of interference by outside Powers" and "broaden the areas of cooperation."
